Updated Status for H&S BN, HQMC, Henderson Hall, 8 July 2020

On 2 July Commanding Officer Colonel Wiser has issued a new Leave & Liberty Policy Memorandum effective immediately:

TRAINING/OPERATIONS

PFTs / CFTs: Not authorized to be conducted in accordance with MARADMIN 260/20* and confirmed by Human Performance Division, TECOM on Thursday, 2 July 2020.  We have seen a reduction in HPCON levels to Bravo and loosing of social distancing restrictions in the local communities across the country so TECOM is looking to lift this prohibition within the coming months however until another MARADMIN is published, physical fitness testing is suspended.

 

*MARADMIN 260/20 Paragraph 1: “Due to social distancing restrictions defined in reference (a), some requirements and standards listed in references (b) and (c) are currently not able to be executed. This advisory announces the cancellation of the Physical Fitness Test (PFT) as a semi-annual requirement for Calendar Year (CY) 2020, suspension of any make-up Combat Fitness Tests (CFT) during COVID-19 restrictions, and suspension of circumference measurements as part of the Body Composition Program (BCP).”  

 

Height / Weight:  Semi-Annual height and weights are being conducted daily 0730-1600 by appointment.  CPTRs are authorized to conduct semi-annual height and weights within their respective work sections.  Battalion S-3 will continue be the only staff section authorized to conduct weigh-ins for official photographs.  New evaluation and assignment of Marines to the Body Composition Program and Military Appearance Program remain prohibited until COVID restrictions are lifted**.

 

**MARADMIN 260/20 Paragraph 5: “Circumference measurements as part of the body composition evaluation (BCE) utilized in the BCP are suspended during COVID-19 restrictions.” and MARADMIN 269/20 Paragraph 4: “Circumference measurements as part of the body

composition evaluation (BCE) in the BCP will not be utilized. Semi-annual height and weight evaluations will still be conducted in compliance with reference (c). No new BCP assignments will be made until otherwise directed.” 

 

CONSOLIDATED ADMINISTRATION

The Consolidated Administration Center has entered phase V of BnO 1-20 between the hours of 0800 -1630 on Monday through Friday. We encourage that members of the battalion conduct all business will be conducted via Marine Online’s Electronic Personnel Action Request (E-PAR), or the Outbound Interview (OBI).

In the effort to maintain proper social distancing and limit the amount of time it will take to process the influx of Marines reporting to Henderson Hall due to the termination of the stop movement, the Inbound Section of the Consolidated Administration (CONAD) Center will begin conducting mass check-ins.  This will drastically reduce the time and individual Marine spends in processing with CONAD.   Marines are still required to have their orders endorsed by CONAD or the Battalion OOD before 2359 of the no later than date listed on their orders.   On 15 June 2020 two briefs are being conducted Monday, Tuesday, Wednesday, and Friday at 0900 and 1400. On Thursday brief there will be only on brief conducted at 0900 due to afternoon closure for administrative training. We ask that all Marines arrive at least 15 minutes prior to the scheduled brief in order to have their documents printed and prepared prior to the start time.  All members will need to attend one of these briefs in order to complete their audit and travel claim so that they may be processed into the Battalion.

If the auditorium is not available due to a scheduled command function an alternate location will be determined and pushed out prior to via the daily gouge.

ID CARD CENTER REOPENING 1 June 2020

The Henderson Hall ID Card Center will re-opening on 1 June 2020. It has been relocated to the 3rd floor of the Marine Corps Exchange. The ID card center will maintain the hours of 0900-1700 with the last customer being called in at 1630. In order to maintain appropriate safety measures there will only be one ID Card Representative in the office at one time and they will only allow one customer in the office at one time. In accordance with the Commanding Officer’s policy, anyone entering the Marine Corps Exchange is required to wear a mask or face covering.

In reference to MarAdmin 261/20, CAC transactions will be limited to those requiring initial issuance or reissuance of an expired CAC. Reissuance does not include information changes such as rank or name. All CAC holders with an expiration date on or before 16 April 2020 are directed to get a new card as soon as practical at a RAPIDS site. All CAC holders with an expiration date on or after 17 April 2020 will re-key the card with PKI certificates valid until 30 September 2020 using ID Card Office Online at https://www.dmdc.osd.mil/self_service.

Please note that if you have swipe access to you work locations such as the Pentagon. The ID Card Center at Henderson Hall cannot load you card with those specific permissions.
