HOW TO PCS/PCA

***MARADMIN 307/16 mandates the use of the Outbound Interview (OBI) Module within MOL for Marines that are executing Permanent Change of Station (PCS) or Permanent Change of Assignment (PCA) orders***

Permanent Change of Station - CONUS:
- Review issued Basic Orders
- Complete and submit Outbound Interview (OBI) via MOL No Later Than 60 days prior to your planned detach date

- Ensure you have the required obligated service
- Marines executing orders to the following duties will be required to complete the duty - specific command screening:
- Special Duty Assignments
- Instructor Duty
- I&I Duty
- If command screening is required, provide it to the HH PAC no later than 10 business days prior to your requested detach date
- Bring your completed checkout sheet to the HH PAC, Orders Section, on your detach date

Permanent Change of Station - OCONUS
- Review issued Basic Orders
- Start Overseas Screening as soon as Basic Orders are issued
- Complete and submit Outbound Interview (OBI) via MOL No Later Than 90 days prior to your planned detachment date
- Ensure you have the required obligated service
- Provide completed Overseas Screening to the HH PAC Orders section
- Provide Anti-Terrorism training certificates to the HH PAC Orders section (if applicable)
- HH PAC will submit your request for Area Clearance (as applicable)
- HH PAC will submit your port call request based on your OBI information
- Provide HH PAC a copy of your itinerary as soon as you receive it
- Bring your completed checkout sheet to the HH PAC on the detach date
*The above are the basic requirements for most OCONUS PCS. Requirements will vary depending on the location you are going to. Contact the HH PAC Orders Section for more information.

Permanent Change of Assignment
- Review issued Basic Orders
- The reporting and detaching dates are the same for PCA orders; i.e. a Marine who detaches on 1 September 2021 will report to their new unit on 1 September 2021
- Complete and submit Outbound Interview (OBI) via MOL, No Later than 60 days prior to detach date
- Bring your completed checkout sheet to the HH PAC on your detach date
