Purpose: 

Provide administrative support and guidance to the Commanding Officer, Headquarters and Service Battalion (H&S Bn), Headquarters Marine Corps (HQMC), HQMC staff agencies, and the Marines of H&S Bn by:

  • Managing the command’s directives control point (DCP).

  • Responding to congressional and special interest correspondence (Congressional Inquiries and Inspector General Complaints).

  • Processing Electronic Personnel Administration Requests (EPARs).

  • Responding to Freedom of Information Act (FOIA) requests.

  • Advising personnel on performance evaluations system (PES) issues.

  • Processing personnel casualty reports and personnel related Serious Incident Reports (SIRs).

  • Processing personal awards for the headquarters staff and providing advice when the chain of command is unclear.

  • Managing official mail.

  • Processing Flag Requests.

  • Managing the Command Duty Roster.

  • Managing MOL Permissions and Billet Identification Code assignments.

  • Creating enlisted promotion warrants and distributing officer promotion warrants after receiving them from the promotions branch in Quantico.

  • Managing battalion legal administration.  This includes non-judicial punishment, command investigations, and administrative separations. For Courts Martial, the S-1 requests legal services support from the Staff Judge Advocate, Marine Corps Installations Command

  • Serving as the Battalion Agency Program Coordinator (APC) for Government Travel Charge Cards (GTCC).

All personnel can check in during working hours with S-1. Located in office 305 on the third floor of the building. Personnel checking in after working hours should check in with the OOD and have their check in annotated in the logbook and on their orders.

Flag Requests:
  •  All flag requests should be sent to the flag coordinator through S-1 OMB a month in advance of the month request. Any flag request not a part of Headquarters & Service Battalion Headquarters Marine Corps, Henderson Hall must provide a flag to be flown.

  • Once the request has been reviewed and approved or denied an email will be send to the address that was put in the POC line.

  • Flags are held for 2 weeks after the email was sent. Any and all flags that are not picked up within those 2 weeks are then shipped out to the provided address on the form.

Retirement and Separations: 
  • All Appendix J forms should be submitted to S-1 via EPAR.

  • If you are requesting a retirement date outside of the six-to-eighteen-month window from the request date, you will also need to submit an AA Form (NAVMC 10274) with your Appendix J.
