Purpose:

The mission of the Henderson Hall’s Personnel Administration Center-National Capital Region is to provide accurate and effective personnel administration support and services to Commanders, Marines, and family members, by ensuring military personnel records and pay accounts are accurate and properly maintained, allowing individual Marines to be prepared for worldwide deployment with the operating forces.

Inbound:

All personnel reporting after normal working hours will report to Henderson Hall OOD located in Building 29 on the Quarter Deck. The OOD can be contacted at 703-614-5973. Marines checking in that require a Barracks room can contact the Duty NCO, located at the Barracks, after checking in with the OOD. The Duty NCO will assist with assignment to a transient barracks room. The Duty NCO can be contacted at 202-439-6163 or 5941

All Marines arriving to Henderson Hall are required to check-in with the Battalion S-1, please visit the S-1 page for additional details Link.

If you require personalized assistance prior to check-in, please call the Battalion S-1 during normal working hours, 8:00 a.m. - 4:30 p.m., at 703-614-2014.

If you meet any of the following criteria, you are required to check-in with the Personnel Administration Center at Building 29, Room 205.

- Approved delayed dependent travel with Basic Allowance for Housing at your previous station
- Did not complete an Outbound Interview via MOL at your previous station
- Completed initial or accession pipeline training
- Reservist on active duty for more than 30 days
- Married to a military spouse
- Acquired a dependent while on PCS leave

1. Complete/Submit your Outbound Interview. If you have questions while completing your OBI, please contact the Outbound Branch at 703-614-7171.

2. Review your OMPF Documents for accuracy.  If you are missing any pertinent documents from your OMPF, the execution of your outbound orders may be delayed.  Below is a list of documents that must be included in your OMPF to comply with Marine Corps’ Full Financial Audit:

Marines requesting will complete the Retirement Pre-Application Checklist (MARCORSEPSMAN, Appendix J) and submit it to the Commanding Officer via their chain of command. The request will establish a requested FMCR/retirement date and planned departure date. The checklist will serve as the source document for the Retirement Section to notify Headquarters Marine Corps Separation and Retirement (HQMC-MMSR) of your request to transition.

Normal parameter for the Appendix J submission is between 6-18 months from the requested FMCR/retirement date. Separation can be requested outside of these parameters via AA Form to HQMC-MMSR with justification.

In order to transition from the Marine Corps, you must:

- Attend TRS 1 year to 6 months prior to your EAS. (Your Unit Transition Coordinator will help schedule this)

- Complete and submit your Outbound Interview (OBI) in MOL (no later than 90 days out from requested departure date).

                (DO NOT input LWAS or Transition PTAD in the MOL leave application.)

- Once ADMIN CERTIFIED, go back into OBI to print out your approved DMO endorsement from OBI (listed under “attachments”) and take it to DMO to arrange household goods move and/or transportation. (10 working days after your unit approves your OBI, the OBI status should change to ADMIN CERTIFIED)

- Final Physical (good for only 6 months from departure date)

- Complete DD Form 2656 (Retired Pay Data Form) and turn into the Separations and Retirements Section for submission to DFAS. It must be received at DFAS 30 days prior to your EAS to avoid retirement pay discrepancies.

- Checkout Sheet COMPLETE WITH STAMPS AND SIGNATURES – available at your Unit S-1

- Complete the MarineNet SBP for Retirees Course

- 2 working days prior to your departure date, go to the PAC with all separation documentation to conduct pre-checkout to identify any potential last-minute issues.

***Marines will not be given their orders and DD Form 214s until the day they are scheduled to detach. ***Any incomplete checkout requirements will cause a delay in your departure.

To receive your orders and DD-214 you must complete/turn in the following to the Separations and Retirements Section:

- Completed Checkout Sheet

- Completed DD Form 2648 (TRS w/ Capstone)

- Completed Final Physical (DD Forms 2808, 2807, 2697)

- Complete Medical and Dental records w/ STR DD Form 2963.

- Completed Missing Gear Statement (NAVMC 6)

- Completed DD Form 2656 (Retired Pay Data Form) – must be submitted to DFAS at least 30 days prior to your EAS.

- Completion Certificate for MarineNet SBP for Retirees Course.

There are three (3) basic steps to the PCS/PCA process:

1. Review your Basic Orders and ensure you have enough Obligated Service to execute your future move.

3. Ensure your OMPF Dependent Documents are complete and up to date. (Please Reference MCO 1070.1, MMA 1-20 and MARADMIN 15-20). If you are missing any pertinent documents from your OMPF, you will NOT be permitted to execute your Orders. Below is a list of documents that must be included in your OMPF per the referenced MARADMIN:

1. Review issued Basic Orders

*Click “Review Basic Orders”

2. Complete and submit Outbound Interview (OBI) via MOL

3. Review your OMPF to ensure all dependent documentation is present

*If necessary, provide required documentation to the HH RPAC via EPAR to ensure
your record is up to date BEFORE your Estimated Date of Departure (EDD).

4. Determine whether or not you will require Basic Allowance for Housing (BAH) Retention. Please see below in the “LINKS” section for help determining if you qualify for BAH Retention.

*Should you require BAH Retention, submit an Administrative Action (AA) Form (Please see below in the LINKS section for a fillable AA Form and example) request via EPAR to the S-1 for routing to the Commanding Officer
*Once the request is endorsed by the Command, the request will be forwarded to MMIB-3 by the BN S-1 for final Approval from MMIB-3
*MMIB will respond directly to the BN S-1 with their decision and will cc the member as well for your awareness and record
*Submit the approval package to the HH RPAC via EPAR for filing purposes


Bring your completed checkout sheet to the HH RPAC on or before you detach date for certified orders
Upon submission of ALL required documentation, you are authorized to acquire your certified orders on your detach date as early as 0800.

*Checkout sheets will be obtained from the S-1*

The reporting and detaching dates are the same for PCA orders.
i.e. a Marine who detaches on 1 September 2025 will report to their new unit on the same day.
NO EXCEPTIONS! Failure to report on the same day may result in annual leave being charged and possible charges of Unauthorized Absence status!

We understand that moving overseas can be very stressful and confusing. Please utilize the below information and links to make your move as smooth as possible.

2.  Begin the process for obtaining your Official, Diplomatic, or Tourist passport as directed per your Basic Orders.

3.  Start Overseas Screening as soon as Basic Orders are issued

* Overseas screening should be completed 90 days out upon receiving orders

* Medical facilities that are authorized to conduct medical screening are as follows:

7.  Provide Anti-Terrorism training certificates to the HH PAC Orders section via EPAR

* Visit Joint Knowledge Online
* Search for, enroll in, and complete the Level 1 Antiterrorism Awareness Training
* Upon completion of the training, submit the certificate to the HH PAC via EPAR

8.  HH PAC will submit your request for Area Clearance/APACS request (as applicable).

9.  HH PAC will submit your port call request based on your OBI information.

10. Provide HH PAC a copy of your itinerary via EPAR as soon as you receive it.

11. Bring your completed checkout sheet to the HH PAC on the detach date
