Bio

Captain Francisco R. Leal is currently on staff at Headquarters Marine Corps Health Services as the Dental Officer of the Marine Corps in Washington, D.C.

Leal attended the University of Illinois at Chicago earning a Bachelor of Science in Medical Technology in 1984 and was employed at the University of Illinois, College of Medicine, Section of Infectious Diseases. He attended dental school at the University of Illinois College of Dentistry, earned a second Bachelor of Science in 1988 and graduated in 1990 with a Doctor of Dental Science degree. He was commissioned a Lieutenant in the United States Navy Dental Corps in 1990.

Captain Leal reported to Officer Indoctrination School in Newport, RI in 1990 and then to NDC Great Lakes, IL. In 1991 he was ordered to the Fleet Marine Force with 3D Dental Battalion in Okinawa, Japan. In 1992 he was assigned to Naval Dental Research Institute, Great Lakes, IL, and in 1995 he was assigned to Naval Support Facility Diego Garcia as the Senior Dental Officer. In 1996 he returned to NDC Great Lakes, IL and was promoted to Lieutenant Commander, and in 1997 he was selected for training in 1998 at the University of Iowa. In 2000 he earned a Master's of Science and a Certificate in Operative Dentistry. He completed training in 2001 and earned a second Certificate in Preventive Dentistry. He was again ordered back to the FMF at 2d Dental Battalion/NDC, Camp Lejeune, NC where he was promoted to Commander in 2002.

In 2003, CAPT Leal volunteered to deploy with Bravo Surgical Co and was assigned as the A-OIC of the Dental Detachment supporting medical operations during Operation Iraqi Freedom in support of I MEF combat operations. In 2004 he was assigned to Branch Dental Clinic Washington Navy Yard, Washington, D.C. and was selected as an Individual Augmentee to serve as the Deputy for Health Affairs of Multi-National Security Transition Command-Iraq. His responsibilities included - medical/dental plans for the Ministry of Interior and assisting the Ministry of Defense Surgeon General of the newly formed Iraqi government. He returned home in 2005 and was assigned as the Dental Department Head at Branch Health Clinic Washington Navy Yard to assist in the transition to a new facility. In 2007 he was ordered to the staff of the Bureau of Medicine and Surgery in the Business Planning and Development Office, and in 2008 he was assigned as Director Navy Medicine Business Planning M3/5B. In 2009 he was promoted to Captain and selected as Executive Officer for 3d Dental Battalion/U.S. Naval Dental Center Okinawa, Japan. In 2011 he screened for and assumed Command of 2d Dental Battalion/Naval Dental Center Camp Lejeune, NC. After a successful command tour in 2013, he was selected to serve in Chief of Naval Operations, Surgeon General’s Office, N0931.

CAPT Leal's personal awards include the Legion of Merit Medal, Meritorious Service Medal (4 awards), Navy and Marine Corps Commendation Medal (4 awards) and the Navy and Marine Corps Achievement Medal (2 awards). He wears the Fleet Marine Force Warfare Officer pin and various campaign medals and unit citations.
