Purpose:

Roles and Responsibilities: 

The responsibility of a successful Military Equal Opportunity (MEO) program rests with the Commanding Officer.

- The Commanding Officer H&S Battalion, Headquarters Marine Corps, Henderson Hall commits to ensuring the success of the MEO program.
- The H&S Battalion Headquarters Marine Corps, Henderson Hall Equal Opportunity Advisor; a professionally trained subject matter expert assigned to the command advises the Commanding Officer on all Prohibited Activities and Conduct prevention and response scenarios.  The EOA is the only individual in the command who conducts intake of all PAC complaints. Upon receipt of a signed complaint the EOA shall promptly inform the Commanding Officer, who immediately directs actions necessary to reach disposition of the complaint.
- Assigned Equal Opportunity Coordinators (EOC) assists with the management of the MEO program.

Prevention:

The Commanding Officer, H&S Battalion, HQMC, Henderson Hall’s published PAC policy informed us, “All Marines, Sailors, and civilians assigned to this battalion will treat everyone with dignity care and concern as a means of preventing PAC violations."

- The EOA and EOC conduct annual PAC order training throughout the command. When designated in writing by the Commanding Officer, under the “leader-led” program, leaders may also conduct annual PAC order training. 
- The EOA and EOC routinely conduct walkabouts throughout the command. 
- Bystanders shall intervene as part of the prevention process to prevent and reduce violations of the PAC order.

Reporting and Disposition: 

Personnel who experience a violation of the PAC order directed at them shall utilize NAVMC 11512 when reporting such a violation. One tenet of the EOA program recommends personnel make every attempt to resolve violations at the lowest level (no investigation).

  • There are four options when submitting a complaint.

A. Informal (conflict management; mediation)
B. Formal (complaint resolution; investigation)
C. Confidential (referral services only)
D. Anonymous (name or image unknown)

  • The Commanding Officer has investigatory and disposition authority over complaints involving hazing, bullying, harassment, and prohibited discrimination. 

  • The Next Higher-Level Commander (NHLC) has disposition authority over complaints of sexual harassment. 

  • The Naval Criminal Investigative Service (NCIS) shall investigate all complaints of sexual harassment. 

  • Once the appropriate authority (CO, H&S Battalion HQMC, Henderson Hall or the NHLC in the case of sexual harassment) reaches a disposition decision, both the complainant and the subject have the right to appeal.

Incident Tracker:

The Misconduct Report Incident Tracker (MRIT) is the system used across the Marine Corps to report and track all PAC complaints. The EOA has primary responsibility to maintain, update, and track data inputted into this system.
