GENTEXT/REMARKS/1.  THIS MARADMIN ANNOUNCES THE ACADEMIC YEAR (AY) 2013-14 RESERVE OFFICER PROFESSIONAL MILITARY EDUCATION (RPME) BOARD CONVENING 24 SEP 2012 AND SOLICITS APPLICATIONS FROM THOSE DESIRING ATTENDANCE AT FULL-LENGTH SCHOOLS (FLS) FOR SENIOR LEVEL COLLEGE (SLC), INTERMEDIATE LEVEL COLLEGE (ILC), OR CAREER LEVEL SCHOOL (CLS), STAFF TRAINING COURSES (STC), AND THE DISTANCE EDUCATION PROGRAM (DEP).
2.  UNRESTRICTED RESERVE (UR) OFFICERS PARTICIPATING IN ANY FUNDED PME PROGRAM OF STUDY (EXCLUDING 2 WEEK STC'S) WILL INCUR A SELECTED RESERVE (SELRES) DRILLING AFFILIATION OBLIGATION FOR 24 CONTINUOUS MONTHS FOLLOWING THE COMPLETION OF A PROGRAM OF STUDY.  THIS REQUIREMENT IS TO ENSURE THAT THE RESERVE COMPONENT (RC) EFFECTIVELY REALIZES A RETURN ON THE INVESTMENT MADE IN EDUCATING OFFICERS THROUGH THESE PROGRAMS.  TO MORE EFFECTIVELY ENFORCE THIS REQUIREMENT, CHANGES TO THE APPLICATION PROCESS AND PROGRAM MANAGEMENT ARE AS FOLLOWS:
    A.  UR OFFICERS WILL SIGN A SEPARATE WRITTEN AGREEMENT TO TRAIN (SWAT) AT THE TIME OF APPLICATION TO ALL FUNDED PME PROGRAMS OF STUDY TO ACKNOWLEDGE AND ACCEPT THE SELRES DRILLING AFFILIATION REQUIREMENT.  APPLICATIONS WITHOUT A SIGNED SWAT WILL NOT BE ACCEPTED.
    B.  UR OFFICERS PARTICIPATING IN ANY PROGRAM OF STUDY WILL BE TRACKED THROUGH THE RESERVE AFFAIRS (RA) RESERVE OFFICER AFFILIATION ASSISTANCE PROGRAM (ROAAP).  NO LATER THAN NINE MONTHS PRIOR TO PROGRAM COMPLETION OR GRADUATION, RA THROUGH ROAAP WILL CONTACT OFFICERS, REQUEST INFORMATION AND BEGIN IDENTIFYING APPROPRIATE AFFILIATION OPPORTUNITIES.  NO LATER THAN SIX MONTHS PRIOR TO PROGRAM COMPLETION, OFFICERS MUST RESPOND TO RA WITH AFFILIATION INTENT AND DESIRES IN REGARDS TO CATEGORY (SELECTED MARINE CORPS RESERVE (SMCR) OR INDIVIDUAL MOBILIZATION AUGMENTEE (IMA)), BILLETS AND LOCATION.  NO LATER THAN 90 DAYS PRIOR TO PROGRAM COMPLETION, OFFICERS MUST NOTIFY RA OF THE UNIT AND BILLET THEY INTEND TO FILL. 90 DAYS FOLLOWING GRADUATION, OFFICERS MUST BE JOINED TO EITHER THE SMCR OR IMA.
    C.  SUBSEQUENT FAILURE TO AFFILIATE FOLLOWING GRADUATION WILL BE HANDLED IN ACCORDANCE WITH THE SWAT SIGNED AT THE TIME OF APPLICATION.
    D.  ALL STC, DEP AND FLS APPLICANTS WHO DESIRE FUNDED ORDERSWILL BE BOARD SCREENED AND SELECTED TO ENSURE THE APPLICANT DOES NOT MEET ANY OF THE FOLLOWING CRITERIA PRIOR TO ACCEPTANCE INTO THE DEP OR FLS:
        (1) OFFICERS PASSED FOR PROMOTION TO THE NEXT HIGHER GRADE.
        (2) OFFICERS THAT HAVE COMPLETED AN EQUIV FUNDED DEP/FLS.
        (3) OFFICERS WITH APPROVED RETIREMENTS, RESIGNATIONS OR PENDING CONDITIONAL RELEASE OR PENDING MEDICAL CONDITIONS PREVENTING QUALIFICATION FOR TRAVEL ORDERS.
        (4) OFFICERS WITH LESS THAN THREE YEARS COMMISSIONED SERVICE REMAINING.
        (5) UR OFFICERS CURRENTLY IN THE INDIVIDUAL READY RESERVE (IRR)/MOBILIZATION TRAINING UNIT (MTU) EXCEEDING SIX MONTHS AT THE TIME THE BOARD CONVENES.
        (6) ACTIVE RESERVE (AR) OFFICERS WHO ACCESSED ON THE FY10-02 OR FY11-01 AR OFFICER ACCESSION BOARDS WHO MEET QUALIFICATION FOR CAREER DESIGNATION IN THE FALL 2012 OR SPRING 2013, ARE ELIGIBLE TO APPLY.  OFFICERS SELECTED BY THE RPME BOARD, WHO FAIL TO BE CAREER DESIGNATED WILL BE DISQUALIFIED AND INELIGIBLE TO FILL ANY FUNDED RPME/STC VACANCIES.
3.  RESIDENT FLS (SLC/ILC/CLS)
    A.  MOBILIZED OFFICERS ARE ELIGIBLE TO APPLY, BUT MUST END CURRENT MOBILIZATION ORDERS 30 DAYS PRIOR TO COMMENCING FLS IF SELECTED.
    B.  AR OFFICERS (LTCOL, LTCOL (SEL), MAJ, MAJ (SEL), CAPT, CAPT(SEL)) WITH TWO SLATE YEARS TIME ON STATION (TOS) (APPROXIMATELY 24 MONTHS) AND NOT HAVING PREVIOUSLY FAILED SELECTION FOR PROMOTION TO THE NEXT HIGHER GRADE WILL BE SCREENED AUTOMATICALLY BY THE BOARD FOR CONSIDERATION TO FLS.  AR OFFICERS AUTOMATICALLY SCREENED FOR CONSIDERATION ARE STILL ENCOURAGED TO SUBMIT AN APPLICATION PACKAGE BY THE DEADLINE AS LISTED BELOW VIA THE RPME APPLICATION WEBSITE EXPLAINED IN PARA 6A.  IF AN ELIGIBLE AR OFFICER DOES NOT WANT TO BE CONSIDERED FOR FLS, THEY MUST SUBMIT JUSTIFICATION TO RAM VIA THE RPME OPT OUT FORM PROVIDED ON THE RPME APPLICATION WEBSITE.  THE FINAL DETERMINATION ON WHETHER OR NOT TO BE CONSIDERED WILL BE MADE BY RAM BASED ON THE NEEDS OF THE AR PROGRAM.  FAVORABLE CONSIDERATION TO BE REMOVED FROM CONSIDERATION WILL NORMALLY BE GRANTED FOR THE FOLLOWING REQUESTS:
        (1) THE CURRENT ASSIGNMENT IS DEEMED CRITICAL TO UNIT MISSION.  RAM WILL COMMUNICATE WITH UNIT LEADERSHIP TO VALIDATE THE REQUEST.
        (2) THE AR OFFICER DESIRES PCS ORDERS IN 2013.  FUTURE ASSIGNMENT WILL BE DETERMINED VIA THE NORMAL SLATING PROCESS.
    C.  SPECIFIC ELIGIBILITY:
        (1) LTCOLS, LTCOL (SEL) (SLC), MAJS, MAJ (SEL) (ILC), AND CAPTS, CAPT (SEL) (CLS). 
        (2) PME COMPLETE APPROPRIATE BY GRADE TO INCLUDE JPME I FOR RESIDENT SLC.
        (3) OFFICERS CURRENTLY ASSIGNED COMMAND MUST COMPLETE 24 MONTHS IN COMMAND PRIOR TO JUN 2013.
        (4) OFFICERS APPLYING FOR RESIDENT FLS MUST MEET THE SECURITY CLEARANCE REQUIRED BY EACH SCHOOL.  ONCE SELECTED THE OFFICER SHOULD IMMEDIATELY CONTACT HIS/HER SECURITY MANAGER TO ENSURE THE APPROPRIATE LEVEL OF CLEARANCE IS UP TO DATE.
        (5) MEETS MINIMUM TRAINING SPECIFIED IN PARA 7D BELOW.

    H.  IN ACCORDANCE WITH REF (A), AR OFFICERS SELECTED FOR RESIDENT FLS MUST AGREE NOT TO REQUEST SEPARATION, RESIGNATION OR RETIREMENT FOR TWO YEARS FOLLOWING GRADUATION.  UR OFFICERS SELECTED FOR RESIDENT FLS MUST AGREE TO AFFILIATE WITH THE SELRES FOR A PERIOD OF 24 CONTINUOUS MONTHS FOLLOWING GRADUATION PER THE SIGNED SWAT INCLUDED WITH THE APPLICATION.

5.  COURSE PREREQUISITES.  INFORMATION AND COURSE PREREQUISITES CAN BE FOUND BY ACCESSING THE ONLINE RPME APPLICATION AND SELECTING THE SCHOOL CODE WITHIN THE APPLICATION.  IN ADDITION, OFFICERS ARE ENCOURAGED TO REVIEW THE RESERVE OFFICER PME WEBSITE FOR ADDITIONAL COURSE INFORMATION AND FREQUENTLY ASKED QUESTIONS.
6.  APPLICATION PROCESS
    A.  THE DEADLINE FOR SUBMITTING THE APPLICATION IS NO LATER THAN 14 SEP 2012, 2359 EST.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.  THE WEB-BASED, ONLINE RPME APPLICATION IS THE PRIMARY MECHANISM FOR OFFICERS TO COMMUNICATE WITH THE BOARD.  OFFICERS APPLYING FOR RPME MUST GO TO THE RPME APPLICATION WEBSITE AT WWW.MANPOWER.USMC.MIL/APPLICATION.  OFFICERS WITH AN MRA PORTAL ACCOUNT WILL PROCEED TO THE LOGIN PROCESS.  OFFICERS WHO DO NOT HAVE AN MRA PORTAL ACCOUNT WILL RECEIVE A 404 ACCESS ERROR.  WITHIN THE ERROR MESSAGE ARE INSTRUCTIONS ON HOW TO REGISTER FOR AN M AND RA PORTAL ACCOUNT.  ANY ACTIVE DUTY OR RESERVE MARINE REQUESTING A PORTAL ACCOUNT IS AUTOMATICALLY APPROVED.  UPON LOGIN, THE SYSTEM WILL VALIDATE THE BOARD(S) OR SURVEY(S) TO WHICH THE OFFICER IS QUALIFIED FOR.  CLICK "RPME" AND COMPLETE THE RPME APPLICATION. ONCE COMPLETED, MAKE SURE TO CLICK THE SUBMIT BUTTON.  THE WEB-BASED APPLICATION ALLOWS FOR THE ATTACHMENT OF UP TO THREE DOCUMENTS AND OFFERS RPME/STC PREFERENCE OPTIONS VIA DROP-DOWN BOES.  ONCE SUBMITTED, A POP-UP WINDOW WILL CONFIRM RECEIPT OF THE APPLICATION. UR OFFICERS MUST INCLUDE A SIGNED SWAT IN THE APPLICATION FOR FLS, DEP, WEEKEND AND BLENDED SEMINARS OR APPLICATIONS WILL NOT BE CONSIDERED.  SUBSTITUTIONS FOR THE AUTHORIZED APPLICATION FORMS AND/OR FAX WILL NOT BE ACCEPTED.  OFFICIAL ENDORSEMENTS ARE NOT REQUIRED HOWEVER, OFFICERS FOR FLS ARE ENCOURAGED TO SUBMIT A LETTER OF RECOMMENDATION OR ENDORSEMENT TO CONVDDITIONAL INFORMATION, ISSUES OR TOPICS THAT THE APPLICANT WANTS TO COMMUNICATE TO THE BOARD.
    B.  SUBMISSION OF THE ELECTRONIC APPLICATION WILL SATISFY THE REQUIREMENT TO SUBMIT A LETTER TO THE PRESIDENT OF THE BOARD AND A SEPARATE RESERVE QUALIFICATION SUMMARY (RQS).  THE ONLINE APPLICATION INCORPORATES RPME/STC PREFERENCES, INFORMATION CONTAINED ON THE RQS, QUERIES THE OFFICER ON HIS OR HER DESIRES, AND PULLS RELEVANT DATA FROM THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS).
    C.  UPDATE MATERIAL.  UPDATE MATERIAL MUST BE SUBMITTED BY THE ELIGIBLE OFFICER AND ADDRESSED TO THE PRESIDENT, AY13-14 RPME BOARD.     D.  PHOTOGRAPHS.  A CURRENT OFFICIAL PHOTOGRAPH IS REQUIRED BY THE RPME BOARD IAW REF (C).  ELIGIBLE OFFICERS ARE HIGHLY ENCOURAGED TO READ AND COMPLY WITH REF (C).  IF DIGITAL PHOTOGRAPHIC EQUIPMENT IS NOT AVAILABLE, A HARD COPY PHOTOGRAPH WILL BE SUBMITTED DIRECTLY TO THE PRESIDENT OF THE BOARD BUT WILL NOT BE MADE A PART OF THE OMPF.  THE PHOTOGRAPH MUST BE PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REF (C).
        (1) OFFICERS ARE RESPONSIBLE FOR VERIFYING RECEIPT OF THEIR PHOTOGRAPH BY CMC (MMSB-20).  THE MOST EXPEDITIOUS MEANS OF CONFIRMING RECEIPT OF A PHOTOGRAPH IS THROUGH THE ONLINE OMPF VIA MOL.  PHOTOGRAPHS WILL BE AVAILABLE FOR VIEWING ONLINE WITHIN 24 HOURS OF PHOTOGRAPH RECEIPT BY CMC (MMSB-20).  THE DATE OF THE PHOTOGRAPH, AS NOTED ON THE PHOTOGRAPH TITLE BOARD, IS CONSIDERED THE PRIMARY DATE FOR DETERMINING THE 12 MONTH PHOTOGRAPH ELIGIBILITY WINDOW FOR SELECTION BOARDS.  OFFICERS ARE ADVISED THAT ALTHOUGH A PHOTOGRAPH MAY BE OVER 12 MONTHS OLD, THE PHOTOGRAPH WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTOGRAPH IS SUBMITTED.  OFFICERS HAVE THE PERSONAL RESPONSIBILITY TO ENSURE THAT THEIR PHOTOGRAPH IS SUBMITTED AND RECEIVED.  MARINES MAY ALSO CONFIRM RECEIPT OF THEIR DIGITAL PHOTOGRAPH VIA THE MMSB WEBSITE AT: HTTPS: (FORWARD SLASH FORWARD SLASH) WWW.MMSB.USMC.MIL.  CLICK ON "OFFICIAL MILITARY PERSONNEL FILE", "ONLINE APPLICATIONS", THEN "DIGITAL PHOTO INVENTORY".
        (2) OFFICERS THAT CHOOSE TO SUBMIT A HARD COPY PHOTOGRAPH DIRECTLY TO THE PRESIDENT OF THE BOARD ARE ADVISED THAT THE PHOTOGRAPH WILL NOT BE INCLUDED IN THE OMPF.  OFFICERS WHO SUBMIT A HARD COPY PHOTOGRAPH TO THE BOARD MAY CONFIRM RECEIPT BY CONTACTING THE POC E-MAIL ADDRESS IN THIS MARADMIN.
    E.  FITNESS REPORTS.  FOR FITNESS REPORTS TO BE CONSIDERED, THEY MUST BE INCLUDED IN AN OFFICER'S OMPF.  INCOMPLETE FITNESS REPORTS WILL NEITHER BE ACCEPTED BY NOR FORWARDED TO THE BOARD.  THIS INCLUDES THOSE FITNESS REPORTS MISSING SIGNATURES OR REVIEWING OFFICER CERTIFICATION.  INFORMATION REGARDING FITNESS REPORTS CAN BE VIEWED ON THE MMSB WEBSITE AT HTTPS: (FORWARD SLASH FORWARD SLASH) WWW.MMSB.USMC.MIL.  CLICK ON "MMSB - 30 PERFORMANCE EVALUATION SECTION".
    F.  OMPF MATERIAL.  ANY DOCUMENT(S) THAT AN OFFICER FEELS SHOULD BE PART OF HIS/HER OMPF, OTHER THAN FITNESS REPORTS, MUST BE FORWARDED TO HQMC (MMSB-20).  E-MAIL IS THE PREFERRED AND FASTEST WAY TO UPDATE YOUR OMPF.  E-MAIL YOUR UPDATE MATERIAL TO SMB.MANPOWER.MMSB-20@USMC.MIL.  IN THE TEXT OF THE E-MAIL, INDICATE AY13-14 RPME BOARD AS THE BOARD YOU ARE BEING CONSIDERED FOR.  A SINGLE BLACK AND WHITE MULTI-PAGE ATTACHMENT IN ADOBE PDF FORMAT WILL EXPEDITE FILING.  ENSURE ALL MATERIALS CONTAIN FULL NAME AND LAST FOUR OF SSN.
7.  ADMINISTRATIVE NOTES
    A.  ENSURE CORRECT E-MAIL ADDRESS AND TELEPHONE NUMBERS (HOME/WORK/CELL) ARE CURRENT AND ARE PROVIDED ON THE APPLICATION.  UPDATE ANY CHANGES TO POC INFORMATION PROMPTLY.
    B.  NOTIFICATION OF SELECTION.  THE BOARD WILL SELECT A NUMBER OF OFFICERS AS PRIMARIES EQUAL TO THE NUMBER OF SCHOOL SEATS AVAILABLE.  THE BOARD WILL ALSO SELECT A SUFFICIENT NUMBER OF OFFICERS AS ALTERNATES TO MEET QUOTA REQUIREMENTS WHEN OFFICERS DECLINE OR OTHERWISE CANNOT ACCEPT.  ONCE THE BOARD RESULTS ARE APPROVED, THE BOARD RESULTS CONTAINING THE PRIMARY SELECTEES WILL BE ANNOUNCED VIA MARADMIN.  APPLICANTS SELECTED AS PRIMARIES AND APPROVED BY CMC (RA), WILL RECEIVE CORRESPONDENCE FROM THIS HQ WITH SPECIFIC INFORMATION REGARDING SCHOOL SELECTION TO INCLUDE DATES.  THE RESULTS MARADMIN WILL PROVIDE ADMINISTRATIVE GUIDANCE FOR ORDERS PROCESSING AND ISSUANCE.  UNANTICIPATED RPME/STC VACANCIES WILL BE FILLED BY FLEETING UP OFFICERS FROM THE ALTERNATE LIST.  A LINK TO THE ALTERNATE LIST WILL BE POSTED ON THE MANPOWER AND RESERVE AFFAIRS HOMEPAGE UNDER THE TOP REQUESTS COLUMN.  ALTERNATES WILL BE LISTED BY RANK AND FULL NAME.
    C.  IN ORDER TO OBTAIN ORDERS AND FUNDING FOR TRAVEL, MARINES MUST BE CURRENT ON MEDICAL AND TRAINING READINESS SUCH AS:  PFT, PHA, HIV, MCMAP (TAN BELT MINIMUM), CEI UPDATE AND CFT.  THIS INFORMATION MUST BE POSTED IN MCTFS AND CURRENT PRIOR TO ORDERS ISSUANCE.
