GENTEXT RMKS/ THIS MESSAGE SERVES AS A SECOND WARNING ORDER.
1. PURPOSE. HEADQUARTERS MARINE CORPS, PP&O/PS (SECURITY DIVISION) WILL BE HOSTING A SENIOR LEADERS' SECURITY CONFERENCE 8-10 MAR 2011 AT MCRD SAN DIEGO. TRAVEL DATES FOR THE CONFERENCE ARE 7 AND 11 MAR 2011.
2. BACKGROUND. THIS MESSAGE IS INTENDED TO REMIND AND PROVIDE FURTHER INFORMATION CONCERNING THE 2011 U.S. MARINE CORPS SENIOR LEADERS SECURITY CONFERENCE. THE CONFERENCE WILL ADDRESS THE MISSION AREAS IN PARA 3 AND TOPICS RELATED TO REFERENCES A THRU P.
2.A. CONFERENCE INFORMATION: PER REF A, CONFERENCE WILL BE LIMITED TO 125 TOTAL ATTENDEES, ONLY 80 OF WHICH MAY BE TAD FUNDED, IN THE FOLLOWING CATAGORIES: COL/GS15; PROGRAM MANAGERS; PROVOST MARSHALS AND POLICE CHIEFS.
2.B. TAD FUNDED QUOTAS: MARFORPAC, 22; MARFORCOM, 18; MARFORNORTH, 5; MCCDC, 8; MCRC 2; MARFORRES, 2; MARFORSOUTH, 2; MARFOREUR, 1; MARFORAFR 1, MARCENT 2; MARSOC,1; MARFORCYBER, 1; , HQMC, 15; MCRD ERR,2. FOR THOSE ATTENDEES TRAVELING FROM BASES AND STATIONS WITHIN THE GEOGRAPHIC VICINITY OF MCRD SAN DIEGO (I.E. MCB CAMP PENDLETON, MCS MIRAMAR, MCI-WEST, MCRD SAN DIEGO AND WRR) NO TAD FUNDING IS AUTHORIZED. WHILE THOSE ATTENDEES WILL NOT COUNT AGAINST THE FUNDED TAD QUOTAS ALLOCATED ABOVE, THEIR ATTENDANCE WILL BE LIMITED BY THE TOTAL NUMBER OF ATTENDEES AUTHORIZED AT THE CONFERENCE (125 MAX), AND THEREFORE MUST BE COORDINTATED WITH THE POCS LISTED BELOW.
3. PER REF A, THE INTENT OF THIS CONFERENCE IS TO DISCUSS PERTINENT ISSUES AND NETWORK WITH SENIOR LEADERSHIP AT THE COLONEL/GS-15/PROGRAM MANAGER/PROVOST MARSHAL/POLICE CHIEF LEVEL FROM THE FOLLOWING COMMUNITIES: MARINE CORPS LAW ENFORCEMENT; MISSION ASSURANCE, TO INCLUDE ANTI-TERRORISM (AT), CRITICAL INFRASTRUCTURE PROGRAM (CIP), INSTALLATION EMERGENCY MANAGEMENT; INSTALLATION CHEMICAL, BIOLOGICAL, RADIOLOGICAL, NUCLEAR, AND HIGH-YIELD EXPLOSIVES PANDEMIC INFLUENZA/INFECTIOUS DISEASE(PI/ID); PHYSICAL SECURITY AND INFORMATION SECURITY AND PERSONNEL SECURITY PROGRAMS; AND DEFENSE SUPPORT OF CIVIL AUTHORITIES (DSCA) IN ONE FORUM TO DEVELOP STRATEGIC GUIDANCE FOR SYNCHRONIZATION OF POLICY AND PROGRAM AREAS WITHIN THE SECURITY DIVISION. THE CONFERENCE WILL FOCUS ON ISSUES/TOPICS THAT REQUIRE SENIOR LEADER COLLABORATION AND INPUT.
3.A. REQUEST SOLICITATION OF TOPICS VIA MARFOR CHAIN OF COMMAND TO PS DIVISION BE SENT VIA NIPR TO CONFERENCE PRIMARY POC, BILL GRESHAM NLT 10 DEC 2010.
3.B. CONFEERENCE WILL BE HELD AT THE UNCLASSIFIED LEVEL; THEREFORE NO CLEARANCE/VISIT REQUESTS REQUIRED.
4. LODGING AND CONFERENCE LOCATION: THE CONFERENCE WILL BE HELD AT MCRD SAN DIEGO'S NEW CONFERENCE CENTER, SCHEDULED TO OPEN IN DECEMBER 2010. LODGING WILL BE AT MCRD SAN DIEGO'S DISTINGUISHED VISITORS QUARTERS (DVQ) AND TRANSIENT VISITORS QUARTERS (TVQ). GOVT BILLETING IS DIRECTED FOR ALL FUNDED TAD ATTENDEES. THE OFFICIAL CONFERENCE REGISTRATION WEB ADDRESS:HTTP://PSCONFERENCE2011.EVENTBRITE.COM/
ATTENDEES WILL BE ABLE TO REGISTER FOR THE CONFERENCE, UPON RECEIPT OF THIS MESSAGE. UPON NOTIFICATION OF REGISTRATION, PS DIVISION WILL MAKE ROOM RESERVATIONS AT THE DVQ OR TVQ. IT IS NOT NECESSARY TO CALL BILLETING RESERVATION AT MCRD SAN DIEGO. ALL ATTENDEES ON TAD ORDERS ARE REQUIRED TO BE BILLETED IN EITHER THE DVQ OR TVQ.
4.A. UNIFORM: DURING ALL CONFERENCE SESSIONS ATTIRE FOR MARINE ATTENDEES WILL BE SERVICE "C" AND ATTIRE FOR CIVILIAN PERSONNEL WILL BE BUSINESS CASUAL. ALL USMC CIVILIAN POLICE ARE REQUIRED TO WEAR UNIFORMS DURING CONFERENCE SESSIONS. DINNER ATTIRE IS SERVICE "A" OR SUIT/COAT AND TIE AND SIMILAR PROFESSIONAL ATTIRE FOR FEMALE CIVILIAN ATTENDEES.
4.B.RENTAL CARS: TO ASSIST IN REDUCING CONFERENCE COSTS, COMMANDS ARE ENCOURAGED TO USE CAR POOLING OR MULTI-PAX VANS FOR THEIR ATTENDEES.
4.C.TAXI FARE FROM AIRPORT TO MCRD IS APPROX $18.00 ONE WAY, HOWEVER TAXIS CANNOT ACCESS THE BASE.
