Welcome to the Marine Corps Police Academy

The Marine Corps Police Academy (MCPA) is a United States Marine Corps certified law enforcement training academy. It is operated under the supervision and leadership of the Director, Security Division (PS), and Headquarters Marine Corps (HQMC). The MCPA Executive also serves as the Head, Training and Education for the Supporting Establishment Law Enforcement (SELE) Program, PS, HQMC. The Executive Director is responsible for the efficient functioning of the MCPA on a day-to-day basis.


The Marine Corps Police Academy will provide highly qualified civilian and military police to ensure the security of the Marine Corps, other U.S. installations, and the public's safety.


To prepare, train, and support Marine Corps law enforcement professionals in the execution of law enforcement duties and security missions. To develop physically, mentally, and morally dedicated civilian and military police officers and instill in them the highest values of honor, courage and commitment. Basic Police Officers Course Overview

The Basic Police Officers Course (BPOC) is 62 training day accredited law enforcement program. The BPOC is a HQMC course of instruction that is accredited by Federal Law Enforcement Training Accreditation (FLETA). The course provides basic and advanced law enforcement and security training to Marine Corps civilian and military police officers. The Marine Corps Police Academy provides training that promotes traditional law enforcement functions, to include police patrol, response to calls for service, and traffic management

This BPOC consists of 62 days of classroom and hands-on instruction in firearms, non-lethal weapons tactics and techniques, law enforcement subjects, use of force continuum, force protection and basic reaction force tactics. The course meets the minimum law enforcement training requirements of the Department of Defense, and includes additional subjects approved by the Supporting Establishment Law Enforcement, PS, HQMC.

Topics Addressed Include the Following:

    Weapons -Training will include general safety, clearing barrel procedures, and the safe handling and employment of the M-9 service pistol and M1014 Joint Services Combat Shotgun. Students are required to shoot and qualify on each weapon in accordance with MCO 5580.2_ (Law Enforcement Manual)

    Non-Lethal Weapons (NLW) Training will include Use of Force/Deadly Force continuum, unarmed individual self-defense skills, and Empty Hand Control Techniques (EHCT). Additionally, students will receive training for the safe handling and employment of both the expandable baton and oleoresin capsicum (OC) canister. Training for the use of OC will include; carry methods, spray patterns and general first aid (decontamination) considerations. NLW training will include students receiving direct OC contamination and traversing through separate engagement stations, demonstrating competency in EHCT and employment of the baton.

    Law Enforcement -Training involves police ethics, military law, military authority and jurisdiction, law enforcement reports/forms, mobile patrol duties, conducting standardized field sobriety tests, field interviews/frisks, procedures for processing a crime scene, crisis intervention, and the apprehension of individuals to include the application of the use of force and deadly force in practical application laboratory based scenarios that culminate in a comprehensive final exercise.

    Force Protection Training consists of basic watch standing skills and responsibilities to include authority and jurisdiction, equipment and logs, controlling access points, detecting surveillance, immediate action, performing personnel and vehicle searches, basic crowd control procedures, and practical application scenarios for effectively performing the duties of a Marine Corps civilian police officer.

    First Aid/Bloodborne Pathogens First Aid training consists of the National Safety Council's First Aid Taking Action Course which includes adult and pediatric Basic Life Support CPR and Automate External Defibrillator use; Bloodborne pathogens; first aid, rescuing and moving victims, pregnancy and childbirth, bites and stings, etc.

BPOC Waiver

The BPOC is the mandatory initial training program for Marine Corps civilian police officers from the rank of police officer to deputy chief, however, some police officers may have sufficient law enforcement training and experience to warrant applying for a BPOC training waiver.

  1. The Provost Marshal/Police Chief (PM/PC) will identify the training and experience background (if applicable) to determine if the new hire is qualified for a BPOC waiver. In order to apply for the waiver, the officer must have performed two (2) years of law enforcement duties, have performed law enforcement duties within the previous six (6) months of hire, and be a be a graduate of a federal, state, municipal or U.S. military service civilian/military police officer training academy. Security guard and correctional officer duties will not be considered law enforcement experience for the purpose of these training waiver requests.
  2. The candidate’s waiver request must be vetted through the appropriate chain of command and must include a description of the duties performed and be certified, in writing, by the applicant. Additionally, graduation certificates and full transcripts from previous police officer training academy are required.
  3. Waivers of BPOC training will be initiated by the installation PM/PC forwarded up to the SELE Head of Training and Education. SELE Head of Training and Education will review all waiver requests to determine if the officer’s law enforcement training is comparable to the BPOC program of instruction and if the candidate meets the experience requirement. Should the applicant not meet the regulatory training or experience requirements, SELE Head of Training and Education will direct the required training for the applicant to meet the minimum requirements, which will include the Marine Corps FTO program and may require a portion of or the entire BPOC.

Gate Information

Main Gate/East Gate (Miramar Way) The Main Gate also known as the East Gate is located off of 1-15 on Miramar Way. Inbound - 24 Hours a day, 7 days a week.

North Gate {Miramar Road) The North Gate is located off of Miramar Road and is also known as the housing gate. Inbound and outbound - 24 hours a day, 7 days a week.

West Gate (Miramar Road) The West Gate on Miramar Road and is the gate closest to the 805. Inbound and outbound - 6 a.m. to 8 a.m. and 4p.m. to 6 p.m. (Close weekends and holidays)

Provost Marshal
Vehicle Registration

MCPA students who have not previously registered their vehicle aboard the base will be issued a temporary pass for base access. The MCAS Miramar Vehicle Registration Office is located in Bldg. 6200 (At the Main Gate/East Gate. Miramar Way), 858-577-1463.

Graduation Info

Held in the Bob Hope Theater, MCAS Miramar. Graduation is held at 1000 and normally lasts 1 lo 1 1/2 hours depending on the length of the guest speaker's remarks and the graduating class size.


There is a “no leave” policy while students attend the BPOC: Any missed training must be made up. Students missing more than 5% of classes, regardless of the reason, will be considered for disenrollment from the course. Sick leave is the same as normal leave. Students must obtain a doctor's permission to miss class, but missing more than 5%, regardless of the reason, will be cause for being dropped from the course.

Uniform Tailoring

Students' training uniforms are ordered through their assigned command before they attend BPOC. The students will receive the uniform at BPOC. Students are fitted for duty uniforms on training day 3 of BPOC. If additional tailoring is required, students use local tailors.

Gym/Workout Facility

Students use the fitness centers aboard MCAS Miramar.
