Academic Degree Program (ADP)
The Academic Degree Program (ADP) provides limited financial assistance for employees seeking an academic degree or professional license or certification. 
ADP Guidance

The guidelines for ADP can be found in MARADMIN 433/10 and established HQMC fiscal procedures:

Based on available funds, payment of costs associated with obtaining academic degrees that support workforce development and organizational objectives are authorized to recruit, develop, and retain a world-class workforce through planned, systemic, and structured programs of development. Programs must meet all of the following criteria:

  • The applicant has completed an assessment (one of the following: 180 degree, 360 degree, or a CWDA standard competency assessment); Individual Development Plan (IDP), and is enrolled or is seeking enrollment in the Civilian Mentoring Program.
  • Financial support for participants is approved by local Civilian Career Leadership Development Program (CCLDP) Administrators prior to attendance in courses documented on a Standard Form (SF) 182.
  • The requested program consists of a sequenced set of instructions or assignments that clearly supports organizational objectives.
    The requested program produces measurable improvement in either individual or organizational performance, and is preapproved and validated by the first and second level supervisor.
  • ADP is open to all civilians in all pay systems, except SES and NAF, who have their own programs. The degree program must be in a field that supports organizational objectives and produces improvement in organizational or individual performance.
Summary:
  • Must be seeking an academic degree, license or certification in an accredited institution
  • Must complete a skill assessment
  • Must complete an Individual Development Plan (IDP)
  • Enrolled or is seeking enrollment in the Civilian Mentoring Program
  • Applicant must sign a continued service agreement and agree to abide by all ADP procedures
  • Funding is limited and not guaranteed for every course
