FACE MASK REMINDER: Updated Mask Guidelines for Vaccinated Persons
In support of updated Centers for Disease Control and Prevention (CDC) guidelines released 2 August 2021, subject to any applicable labor relations obligations, DoD requires all Service members, Federal employees, onsite contractor employees, and visitors, regardless of vaccination status, to wear a mask in an indoor setting in installations and other facilities owned, leased or otherwise controlled by DoD in areas of substantial or high community transmission. As of 31 July 2021, both the District of Columbia and Arlington County are designated substantial by the CDC. The mask policy for unvaccinated personnel has not changed. All unvaccinated personnel are required to wear mask indoors and outdoors until they are fully vaccinated.
ID Card Center
The Henderson Hall ID Card Center is now located on the 3rd floor of the Marine Corps Exchange. The ID card center has new hours of 0900 to 1700 with the last customer being called in at 1630, by appointment only. In order to maintain appropriate safety measures there will be only two customers allowed in the office at one time.
Beginning March 1, 2021, the CAC/DEERS office will be reverting back to operating 2 terminals simultaneously and will be OPEN during lunch.
S-3 OPERATIONS/ TRAINING
MARADMIN 442/21 reiterates the requirement for all military and civilian personnel with government computer and network access to complete FY2021 cyber awareness training. Please see the MARADMIN for more details and instructions on completing the training.
****Forthcoming Changes to the Physical Fitness Test (PFT): MARADMIN 404/21
· Starting 1 January 2022, time required to achieve the maximum points on the plank will be 3 minutes and 45 seconds. The time required to achieve the minimum points on the plank will be 1 minute and 10 seconds.
· Effective 1 January 2023, the plank will replace the abdominal crunch for the PFT.
· There is one scoring table for both male and female Marines.
· MCO 6100.13A W/CH 3 will be revised to reflect this change.

Negative COVID-19 Test Results Required Within 72 Hours of Departure Date for International Flights
Marines must have COVID-19 negative test results in hand prior to arriving at Aerial Port of Embarkation (APOE’s) such as Seattle International Airport (SEA) and Baltimore Washington International Airport (BWI) when traveling on AMC Patriot Express flights. Passengers may be denied travel without negative test results in hand. There is testing available on-site as a last resort, but it is limited, so again there is a chance some travelers may be denied travel if everyone isn’t tested by the flight close-out time.
During the Tuesday, 23 February Joint Staff J4 COVID-19 teleconference, Air Mobility Command Headquarters briefed that the Services must do a better job of getting the word out to travelers advising them to have a copy of the COVID-19 negative test results in hand. The percentage of personnel with COVID-19 negative test results within 72 hours of the departure date for international flights departing from CONUS APOEs should be over 80%. For the past two weeks, it averaged just 49%. Therefore, the APOEs had to test over 1,200 personnel because they did not have test results and the APOEs cannot afford to keep up that tempo with the amount of test kits they have on hand.
All travelers and their dependents heading to Baltimore or Seattle APOEs must have those test results with them as a hard copy only and they must keep that copy on them until they arrive at their OCONUS destination.
